Our History and Mission |
|
The Prince William Republican women’s Club was the first Republican Women’s club in the County. It was founded in 1970 to educate, inform, and motivate women to become political activists and to run for elective office. Its mission and goals include increasing the effectiveness of women in support of good governance at all levels; enhancing links to the Prince William County Community through political education and informational activities; and promoting the principles of the Republican ‘Party. We strengthen the Republican Party by recruiting, training and electing candidates; advocating the Party’s philosophy and initiatives; and empowering women of all ages, ethnicity and background in the political process. We work to increase our Club’s Leadership Legacy in the number of Prince William County Republican women who hold elective office such as in the U.S. Congress, on the PWC Board of Supervisors, on the PWC School Board, as PWC Clerk of the Court and in other leadership roles at all levels of government. Many of our members have been appointed to senior positions in our County, State and Federal governments, as well as on State Boards and Commissions. We also have PWRW women who have been elected to leadership positions in Republican Committees and serve as paid members of campaign staffs or on the staff of elected officials.

The Club is affiliated with the Virginia Federation of Republican Women (VFRW) charted in 1953 www.vfrw.org, and the National federation of Republican Women (NFRW) founded in 1938 www.nfrw.org and interacts with the Prince William County Republican Party Committee (PWCGOP) www.pwcgop.org, the Republican Party of Virginia (VRP) www.rpv.org, and the Young Republicans of Greater Prince William County. PWRW Club Member Ruth Anderson serves on the PW County Republican Committee Executive Committee as the 2008-2009 Secretary.

The voters of the Dumfries District elected Maureen S. Caddigan to her fourth term on the Board of County Supervisors. Twice her colleagues elected her as the Board's vice chairman for two consecutive years 1995 - 1997 and again for 2004 and 2005. Prior to her election, Supervisor Caddigan served for seven years on the Prince William County School Board. While on the School Board her colleagues elected her as chairperson for three consecutive years. She has served on the following committees: Virginia Associations of Counties (VACO) 1992-present; VACO Board of Directors 1994-present; VACO Vice Chair Legislative Committee 2000-2001, Chair 2001-2002, Vice Chair 2002-present; VACO Vice Chair Education Steering Committee 2000-present; VACO Resolutions Committee 2000-present;Virginia Municipal League, (VML) Education and Human Development Committee 1994-present, Vice Chair 1997-1999; Commissioner, Potomac Rappahannock Transportation Commission 1992-present; Commissioner, Virginia Railway Express 1996, 1998-present; Secretary, Virginia Railway Express 1996-1997; County Representative, Civilian/Military Relations Council 1992 – present; Member, Virginia Department of Transportation (VDOT) Route 1 Corridor Study Group 1992-present; Member, Prince William Regional Chamber of Commerce 1992-present; Life Member, Historic Dumfries Inc.; Member, and Board of Directors of the Prince William County Boys and Girls Club 1992-present. Supervisor Caddigan was appointed by Governor Allen to the Governor's Joint Committee for the Study of Effective Provision of Government Services. She was appointed by Governor Gilmore and reappointed by Governor Warner to The Virginia Advisory Commission of Intergovernmental Relations (ACIR). She was appointed by Congressman Davis to the Congressional Medicare Task Force. Mrs. Caddigan remains active in community activities including membership in the Veterans of Foreign Wars Ladies Auxiliary and as sustaining sponsor of the Unrestraint Little League. She was selected by the Soroptimists International as Woman of the Year and as Cool Woman of the Year by American Movie Classics (AMC). She is the recipient of the Boys and Girls Club prestigious Richard G. Pfitzner Award. A resident of Prince William County since 1969, she is married with four children and five grandchildren; and an active member St. Francis of Assisi Church. She attended Caldwell College for Women and Fresno State College. |

Julie C. Lucas has served on the Prince William County School Board since October 2002 and was elected to a four-year term in November 2003. Ms. Lucas is the President and owner of Lucas Financial Group, and independent financial services company. She specializes in helping clients plan for retirement, college education, estate planning, as well as insurance planning with life, health, disability, and long-term care needs. Ms. Lucas helped all Virginians by working to change insurance law to allow companies to provide chronic illness riders to insurance policies. House Bill 1294 was drafted per her suggestion. Ms. Lucas single handedly, successfully lobbied the Virginia General Assembly to make this bill law.
Before entering the financial services industry, Ms. Lucas taught government and economics to high school seniors. She graduated from the University of Texas at San Antonio with a B.A. in political science.
She serves on the Board of Directors for the Boys and Girls Club. Ms. Lucas is the Chairman of Administrative and Youth Services for the Woodbridge Kiwanis Club. She is also a member of the American Business Women’s Association, ACTS (Action in the Community Through Service), and Dale City Civic Association. Ms. Lucas is a former appointee to the PWC School Board Career and Technical Education Advisory Board. |

Eileen Stout-Barnes was elected to the Dumfries Town Council in 1976. She was elected to the Prince William County Board of Supervisor and served from 1980-1983. Ms. Barnes was born in North Carolina, raised on Long Island and moved to Dumfries in 1973 when her husband was transferred to the Pentagon. Jo Ann Davis (June 29, 1950-October 6, 2007) was a Republican from the United states commonwealth of Virginia, who represented the State’s 1st Congressional District in the U.S. House of Representatives from 2001 until her death. The District stretches from the Washington suburbs to the Hampton Roads area, with much of its population in the cities of Hampton and Newport News.
Davis attended Hampton Roads Business College and worked in real estate before she was elected to the Virginia House of Delegates in 1997. She was reelected in 1999.
In 2000, 1st District Congressman Herbert H. Bateman, a 72-year-old incumbent, announced his retirement due to health concerns. He died on September 11, 2000. Davis ran for and won the Republican nomination to succeed him, despite Governor Jim Gilmore endorsing her primary opponent. In November 2000, she received 58% of the vote to win the seat.
She was the second Virginia woman (after Democrat Leslie Byrne, who served one term from the neighboring 11th district from 1993 to 1995), and the first Virginia Republican woman, elected to the House in her own right. The 1st is one of the most Republican-leaning districts in Virginia (no Democrat has won the district since 1977, and only the neighboring 7th district is considered more Republican). Davis was reelected unopposed in 2002 and 2004. She won a fourth term in 2006 against token Democratic opposition. Unlike Bateman, who was relatively moderate by Southern Republican standards, Davis was strongly conservative, especially on social issues.
She was the ranking Republican on the House Intelligence Subcommittee on Intelligence Policy.
In April 2008, in commemoration of her public service to the United States, President George W. Bush signed into law a bill to name the Gloucester Main Street Post Office the Jo Ann Davis Post Office.
Congresswomen Jo Ann Davis was born in Rowan County, North Carolina, but lived in Virginia since she was nine years old. She graduated from Kecoughtan High School in Hampton, Virginia. Davis was one of four Pentecostals in the 109th Congress. The others are Todd Tiahrt of Kansas, Tim Johnson of Illinois, and Marilyn Musgrave of Colorado. In 1974 she married Chuck Davis, the couple had two sons and were married for 33 years.
Davis was diagnosed in September 2005 with breast cancer and underwent a partial mastectomy on July 5, 2006 at the George Washington University Medical Center in Washington, D.C. The pathology report indicated that there was no further evidence of cancer, and the Congresswoman stated that she would return to work as usual. She attended House sessions until shortly before her death, but had missed many votes.
Davis died on October 6, 2007 at her home in Gloucester, Virginia. She was reportedly recovering from a second bout with breast cancer, but her condition deteriorated rapidly over the previous week. Jo Ann Davis was survived by her husband Chuck Davis, two sons and a granddaughter

The Prince William Republican Women’s Club was established in 1970….the first Republican Women’s Club in Prince William County, Virginia. The overarching purpose is to “Let Freedom Continue to Ring” in the United States. This is done by: helping Republicans get elected to office, keeping them in office, encouraging women to run for office, supporting organizations, events and projects that uphold conservative principles and by sizing large and small opportunities. The Club provides awesome opportunities to get involved. There are many opportunities to chair or help with projects, attend meetings and seminars or work behind the scenes. Members also automatically become members of the Virginia (www.vfrw.org) and National (www.nfrw.org) federations of Republican Women with their PWRW Club (www.pwrwclub.com) membership.
The PWRW Club is actively seeking new members – willingness, availability and belief in Republican Party (GOP) principles are the only requirements. In addition, associate members….those who want to support and stay informed of the Club’s efforts but are members of another GOP women’s club are welcome to join. The PWRW Club invites you to attend a meeting or contact one of our Executive Officers to learn more about our Club’s programs and activities.

The objectives of the PWRW Club are to:
- Increase the effectiveness of women in the cause of good governance;
- Inform the public through political education and activity;
- Foster loyalty to the Republican Party at all levels of government;
- Promote the Principles of the Republican Party;
- Work for Republican candidates in all elections, including non-partisan elections; and
- Support the objectives and policies of the Republican National Committee.
